Start with sources that identify an edition as available without charge in the United States. Free reading or downloading from an ebook library is different from borrowing a time-limited library copy.

Project Gutenberg
Project Gutenberg says most of its collection is in the U.S. public domain and notes that a few titles are distributed with permission. Open a title to read in your browser or choose a download format; check the individual ebook’s license for its terms and any exceptions.
Standard Ebooks offers free, professionally formatted ebooks whose source texts and cover art it believes are in the U.S. public domain. Browse its catalog for reading and download options.
Open Library offers borrowable editions from the Internet Archive and participating libraries. Its official help page says borrowing starts with an account, titles can be checked out by one reader at a time, and loans last one hour for browsing or 14 days when an edition is fully borrowable. A checked-out title may have a wait list. These are lending terms, not immediate unrestricted downloads.
This guide is for U.S. readers and links to independent sources; Pdfgps does not host these ebooks. Free book reading is separate from the paid government-document access listings on the Public-domain page.
